icalendar-tests.el tweaks related to timezone handling

* test/automated/icalendar-tests.el (icalendar-tests--test-export)
(icalendar-tests--test-import):
Use getenv/setenv rather than set-time-zone-rule.
(icalendar-tests--test-import): Reset zone even if error occurred.
